Stone Cutter's Island should be taken for

a Quarantine Establishment and buildings erected on it

for there is nothing of the sort in the Colony, and

both this and Cowloon would render the harbour

anchorage safe, their defences making it so. This

land pits into our harbour and most disagreeable would

it be to us to find America or any other Power with

its Dock Yard established at either place with Ships

of war lying close to them and guns pointed in the

direction of Hong Kong a state of things which I

firmly believe will take place not many years hence

should the ground be unoccupied by ourselves.
